Trung Quốc có thể âm thầm đàm phán với Philippines về lãnh hải

Theo nhận xét của Trung tâm An ninh Hoa Kỳ Mới (CNAS), các nhà lãnh đạo Trung Quốc có thể quyết định âm thầm thương thuyết với Philippines để nước này rút quyết định đưa vấn đề tranh chấp tại Biển Nam Trung Quốc ra trước Tòa án Trọng tài Liên Hiệp Quốc.

Tuy nhiên theo nhà phân tích Peter Dutton của trung tâm, để đổi lại có thể Bắc Kinh phải cho Manila tiếp cận với bãi cạn Scarborough, Philippines gọi là Panataq, cam kết không quấy nhiễu việc thăm dò đầu khí của Philippines và thương thuyết với thiện chí.

Vào giữa năm 2012, Philippines mất quyền tiếp cận các nguồn lợi chung quanh Panataq sau khi Trung Quốc đưa lực lượng hải quân hùng hậu và nhiều tàu đánh cá đến vùng này áp đảo đội thuyền đánh cá nhỏ bé của Philippines.

Bãi cạn chỉ cách tỉnh Zambales của Philippines 124 hải lý, nằm trong vùng đặc quyền kinh tế 200 hải lý và thềm lục địa của Philippines, nhưng Trung Quốc khẳng định chủ quyền của họ trong vùng này.

Nếu việc xét xử của tòa án trọng tài quốc tế vẫn tiếp tục, dù Trung Quốc đã bác bỏ tiến trình này, thì Trung Quốc gặp nhiều bất lợi vì việc Trung Quốc đòi hỏi chủ quyền gần như toàn bộ Biển Nam Trung Quốc không được luật quốc tế hậu thuẩn.

Trong khi đó tại Manila, đại sứ Trung Quốc Mã Khắc Khanh kêu gọi kiên nhẫn trong việc giải quyết tranh chấp lãnh thổ giữa Trung Quốc và Philippines  và yêu cầu có đối thoại nhiều hơn nữa về vấn đề này.

Bà nhấn mạnh là việc giải quyết hòa bình các tranh chấp là “cam kết mạnh mẽ” của các nhà lãnh đạo mới của Trung Quốc, Chủ tịch Tập Cận Bình và Thủ tướng Lý Quốc Cường.

Quấy nhiễu để lấn dần biển đảo : Cuộc chiến hao mòn khôn ngoan của Bắc Kinh

 
Thông tín viên nhật báo cánh tả Libération hôm nay trong bài viết mang tựa đề « Trung Quốc tiến ra biển » đã nhận định, chủ nghĩa bành trướng trên biển của Bắc Kinh làm các nước láng giềng lo ngại, và gia tăng căng thẳng trong khu vực. Theo các chuyên gia, thì cuộc chiến tranh hao mòn để gặm nhấm biển đảo này rất là khôn ngoan.
Nói về tham vọng của Trung Quốc tại châu Á-Thái Bình Dương, tác giả nhận định từ nhiều năm qua, Bắc Kinh không ngừng mở rộng tầm ảnh hưởng trên biển cũng như trên đất liền. Trung Quốc phải đối đầu với điều được coi là « chính sách ngăn chặn » của Hoa Kỳ. Các nước láng giềng hết sức quan ngại trước sự hung hăng của Bắc Kinh trên đại dương, và Hoa Kỳ nhân đó đã củng cố sự hiện diện về ngoại giao và quân sự tại châu Á-Thái Bình Dương – một chiến lược mà ông Barack Obama gọi là « xoay trục về phía châu Á ».

Thế nhưng cuộc khủng hoảng tại bán đảo Triều Tiên theo cái nhìn của Bắc Kinh đã tạo một cái cớ tốt cho Hoa Kỳ và các đồng minh Nhật Bản và Hàn Quốc để chống lại cái thế đang lên của Trung Quốc.

Tiến ra biển để thực hiện « giấc mơ Trung Hoa »

Lợi ích chiến lược của Bắc Kinh nằm trong khuôn khổ « giấc mơ Trung Hoa » mà ông Tập Cận Bình đã trưng ra trước quốc dân, trong bài diễn văn nhậm chức Chủ tịch nước hồi tháng Ba. Ông Tập đã gắn liền « giấc mơ » này với khái niệm « phục hưng Trung Quốc », nhằm khôi phục lại vinh quang và các biên giới của đế quốc Trung Hoa thời xa xưa. Để đạt được điều đó, Bắc Kinh đã lao vào một tiến trình chinh phục những lãnh thổ được cho là cần phải giành lại, theo kiểu vết dầu loang, một chiến thuật dường như là lấy từ Binh pháp của Tôn Tử.

Quần đảo Senkaku/Điếu Ngư đang do Nhật Bản quản lý nhưng bị Trung Quốc đòi hỏi chủ quyền, hồi tháng 11/2012 là trung tâm của một cuộc khủng hoảng ngoại giao và thương mại giữa Tokyo và Bắc Kinh. Các sản phẩm của Nhật bị tẩy chay, và đại sứ quán Nhật Bản tại Bắc Kinh bị những người biểu tình vây hãm. Từ đó đến nay, mỗi ngày Bắc Kinh đều gởi tàu đến quấy nhiễu lực lượng tuần duyên Nhật xung quanh quần đảo này. Thậm chí một chiến hạm Trung Quốc còn chĩa radar định vị hỏa lực vào một tàu khu trục Nhật – tất nhiên là Bắc Kinh đã chối phăng sự kiện trên.

Libération dẫn lời các chuyên gia cho rằng các vụ va chạm trên biển này có nguy cơ lớn dẫn đến những cuộc đụng độ. Hôm 13/12/2012, lần đầu tiên kể từ nửa thế kỷ qua, một máy bay trinh sát Trung Quốc đã xâm phạm không phận Nhật Bản. Một phi đội Nhật lập tức bay lên truy đuổi, khiến người ta lo ngại một trận không chiến. Khu vực này được xem là « lãnh thổ chủ quyền cốt lõi » (tương tự như Tây Tạng), có nghĩa là quyền sở hữu nơi đây không thể tranh cãi.

Bãi cạn Scarborough cũng là một đảo bị Trung Quốc yêu sách, nằm cách Philippines 160 km nhưng cách vùng duyên hải Trung Quốc đến 800 km. Mùa xuân năm ngoái, các chiến hạm Trung Quốc đã phong tỏa lối vào chính, khiến các ngư dân Philippines không thể vào được. Để phản ứng lại, Tokyo và Manila đã đứng chung một mặt trận, hợp tác với nhau trong lãnh vực quốc phòng. Những vụ đụng độ tương tự cũng diễn ra thường xuyên với Việt Nam xung quanh quần đảo Hoàng Sa (bị Trung Quốc chiếm đóng) và quần đảo Trường Sa (cùng bị Malaysia, Brunei, Philippines và Đài Loan đòi hỏi chủ quyền).

Libération nhận định, những vụ đối đầu này chỉ là chương đầu tiên trong chiến dịch gặm nhấm đầy tham vọng, bởi vì Bắc Kinh yêu sách toàn bộ Biển Đông, trải dài từ duyên hải Indonesia cho đến Malaysia…cách Hoa lục đến hai ngàn cây số ! Khẳng định được kế thừa từ đế quốc Trung Hoa cũ, chế độ cộng sản Bắc Kinh đã tái khẳng định chủ quyền bằng cách cho phát hành các hộ chiếu có in tấm bản đồ bao gồm « đường lưỡi bò ». Tuần rồi, một hạm đội xe lội nước Trung Quốc đã tập luyện đổ bộ lên một đảo san hô chỉ cách Malaysia có 80 km. Kuala Lumpur vốn hiền lành trước Bắc Kinh, cũng đã phải chau mày.

Rõ ràng là Bắc Kinh đã làm các láng giềng rất lo sợ. « Từ thập niên 80, chiến lược quân sự của Trung Quốc dựa trên quan niệm biên giới chiến lược » - năm 2010, ông Shinzo Abe, nay đã trở thành Thủ tướng Nhật, giải thích như trên. Ông nói : « Ý tưởng này nói rõ là các đường biên giới và đặc khu kinh tế được xác định bởi quyền lực của một quốc gia. Kinh tế Trung Quốc càng lớn mạnh, thì vòng ảnh hưởng càng phải mở rộng. Một số cho rằng quan niệm này cũng tương đồng với Lebensraum (không gian cốt lõi) của Đức quốc xã ». 

Sở hữu ngân sách quốc phòng lớn thứ nhì trên thế giới, năm ngoái Trung Quốc đã cho hạ thủy chiếc hàng không mẫu hạm đầu tiên là Liêu Ninh. Nhưng về mặt chính thức thì Bắc Kinh vẫn rêu rao quan niệm « trỗi dậy hòa bình », và hầu như luôn gởi những tàu « dân sự » lên tuyến đầu để chiếm giữ các vùng biển yêu sách. Chuyên gia Stéphanie Kleine-Ahlbrandt của International Crisis Group (ICG) mới đây đã giải thích với tờ Los Angeles Times: « Đó là một chiến lược khôn ngoan, bởi vì Trung Quốc có thể đạt được việc kiểm soát một khu vực mà chẳng cần bắn ra phát súng nào ». 

Bài báo của Libération kết luận : Đôi khi tình hình cũng có khác. Tuần rồi, Việt Nam lên án Bắc Kinh là đã bắn vào một chiếc tàu cá Việt Nam gần quần đảo Hoàng Sa. Trung Quốc đã chối bay, và không có gì chứng minh cho những lời kết án của Hà Nội. Chỉ có một điều chắc chắn là, Bắc Kinh đã lại dấn thêm được một bước về chủ quyền trên biển.

Bắc Kinh gây chiến với Apple : Kiểm duyệt hay cạnh tranh ?

Cũng liên quan đến Trung Quốc nhưng trên lãnh vực kinh tế, phụ tranh kinh tế của nhật báo cánh hữu Le Figaro đề cập đến « Chiến tranh công khai giữa Apple và Bắc Kinh ». Nhân dân Nhật báo đã kêu gọi quần chúng Trung Quốc « chấm dứt sự ngạo mạn của Apple ».

Tờ báo cho biết từ mấy ngày qua, nhãn hiệu trái táo đã là mục tiêu đánh phá ác liệt của báo chí nhà nước Trung Quốc, và một cuộc điều tra chính thức đã được mở ra về dịch vụ hậu mãi của tập đoàn Apple.

Tất cả bắt đầu từ ngày 15/03/2013, nhân Ngày thế giới những người tiêu thụ. Theo truyền thống thì trong ngày này, kênh truyền hình nhà nước CCTV cho chiếu một chương trình rất được chờ đợi, tố cáo những thiếu sót của một số nhãn hiệu. Danh sách này được giữ bí mật đến giờ chót, và nhiều doanh nghiệp không bao giờ ngóc dậy nổi sau cú đòn tung ra vào giờ vàng.

Năm nay, Volkswagen và Apple bị đưa lên đoạn đầu đài. Nhãn hiệu trái táo bị lên án là không đối xử với người tiêu dùng Trung Quốc ngang bằng với các nước khác trong dịch vụ hậu mãi. Phối hợp với CCTV, Nhân dân Nhật báo, cơ quan của đảng Cộng sản mỗi ngày đều đăng một bài đả kích kịch liệt, kêu gọi đông đảo quần chúng « chấm dứt sự ngạo mạn chưa từng thấy của Apple ». Một viên chức của cơ quan quản lý công nghiệp và thương mại đòi hỏi « Chính quyền địa phương cần điều tra và trừng phạt những hoạt động bất hợp pháp ». Tập đoàn California đã bác bỏ những lời tố cáo này, khẳng định luôn chấp hành luật pháp Trung Quốc.

Theo Le Figaro, thì rất nhiều cư dân mạng Trung Quốc đã không bị lừa gạt. Họ nhìn thấy phía sau chiến dịch thô bạo này là một thủ đoạn quy mô của nhà nước. Những blogger nổi tiếng cho biết, họ nhận được khuyến cáo cần hùa theo đề tài này, vào ngày giờ cụ thể …

Thế thì động cơ của vụ này là gì ? Một số người cho đây là việc tấn công vào máy chủ của Apple, vốn không bị Trung Quốc kiểm duyệt. Hoặc có thể là nhằm tạo đà cạnh tranh cho các công ty Trung Quốc như Lenovo, Huawei, ZTE, vốn nghèo sáng tạo.

Apple còn phải đối phó với các vụ kiện khác, chủ yếu là về sở hữu trí tuệ. Tuần rồi, công ty Trung Quốc Zhizhen đã kiện ra tòa án Thượng Hải, khẳng định Apple đã sao chép phần mềm nhận ra giọng nói của hệ thống Siri. Tại Bắc Kinh, tập đoàn sản xuất phim ảnh của nhà nước Shanghai Animated Film Studio kiện Apple là đã bán phim mà chưa có sự đồng ý của họ. Năm ngoái, nhãn hiệu trái táo cũng đã phải trả 60 triệu đô la cho nhà sản xuất máy tính Trung Quốc Proview để chấm dứt vụ thưa kiện về quyền sở hữu cái tên iPad.

Le Figaro cho biết, nhiều nhà quan sát rất lo ngại trước chủ nghĩa cực đoan dân tộc về kinh tế khá thô bạo này. Cách đây hai năm, vấn đề kiểm duyệt đã được sử dụng để đánh vào tập đoàn Google, còn bây giờ thì Bắc Kinh viện những cớ khác để ngáng chân Apple. Còn những chiếc xe hơi Nhật đã phải trả giá cho vụ quần đảo Senkaku/Điếu Ngư. Một nhà ngoại giao nhận xét : « Cái cách tổ chức những chiến dịch kiểu này rất đáng ngại đối với các nhà đầu tư, đồng thời thiếu tôn trọng các quy định thương mại quốc tế ». 

Vì sao Bình Nhưỡng quá hung hăng ?

« Bắc Triều Tiên gia tăng áp lực », đó là tựa đề bài báo của đặc phái viên Le Monde tại Seoul, về những đe dọa chiến tranh của Bình Nhưỡng đối với Hoa Kỳ và Hàn Quốc, mà theo tờ báo là có thể gây ra những hậu quả nặng nề trong khu vực.

Các chuyên gia về Bắc Triều Tiên ở Seoul rất quan ngại trước nguy cơ leo thang chiến tranh, cũng như khả năng Bình Nhưỡng thử nguyên tử lần thứ tư. Theo Cheong Seong Chang của Viện Sejong, thì « cần phải quay lại với các nguyên tắc cơ bản của chế độ : chuyển từ tình trạng ngưng bắn sang hiệp ước hòa bình, đòi hỏi Mỹ đảm bảo an ninh, và bình thường hóa quan hệ với Washington – điều kiện cần thiết để được viện trợ ». 

Từ ngưng bắn thỏa thuận cách đây 60 năm sang hiệp ước hòa bình là một đòi hỏi lô-gích, nhưng phía sau đó, theo nhà phân tích Shim Jae Hoon, là như vậy « sẽ không còn lý do để duy trì quân Mỹ đóng tại Hàn Quốc, mở ra cánh cửa cho cuộc phiêu lưu của Bình Nhưỡng ». 

Le Monde cho rằng có nhiều nhân tố dẫn đến sự leo thang của Bắc Triều Tiên. Trước tiên là do Hội đồng Bảo an tăng cường trừng phạt, rồi Ủy ban Nhân quyền Liên Hiệp Quốc cho thành lập ủy ban điều tra, cuộc tập trận chung Mỹ-Hàn, và « sự kiên nhẫn chiến lược » của Washington, không có sáng kiến nào về cuộc khủng hoảng tại bán đảo Triều Tiên. Nhưng bên cạnh đó còn nhằm tái khẳng định sự độc lập trước Bắc Kinh – đồng minh duy nhất và là đối tác thương mại hàng đầu của Bình Nhưỡng.

Nga « khủng bố » các tổ chức phi chính phủ như dưới thời Liên Xô

Nhìn sang nước Nga, bài xã luận của Le Monde khi nói về đợt thanh tra rầm rộ các tổ chức phi chính phủ tại đây đã cho là một « xen trấn áp », mà cựu nhân viên mật vụ KGB, Vladimir Putin vốn quen thuộc, với mục đích là để gieo rắc sợ hãi.

Tại các thành phố lớn của Nga, cảnh sát, tòa án, thuế vụ huy động hàng ngàn nhân viên để kiểm tra hàng trăm tổ chức phi chính phủ hoạt động trong mọi lãnh vực từ bảo vệ nhân quyền, sinh thái cho đến giáo dục, văn hóa. Human Rights Watch cho biết : « Đây là một đợt thanh tra quy mô chưa từng thấy tại Nga ».

Các quỹ uy tín của Đức như Friedrich Ebert và Konrad Adenauer chuyên cấp học bổng, cũng như Alliance Française khuyến học tiếng Pháp, đều bị thanh tra. Tại tổ chức đấu tranh cho tự do Memorial của Nga, các nhân viên còn bị đòi xuất trình sổ tiêm chủng bệnh sởi, và giấy chứng nhận diệt chuột.

Theo Matxcơva, thì đơn giản đây là việc áp dụng bộ luật được Quốc hội thông qua tháng 11/2012, theo đó tất cả các hiệp hội có nhận tiền từ nước ngoài đều phải kê khai là « cơ quan ngoại quốc », nếu không những người phụ trách có thể bị cho đi cải tạo hai năm. Le Monde mỉa mai rằng vẫn là một « tiến bộ », vì dưới thời Stalin cái tội « nhân viên ngoại quốc » có thể dẫn đến án tử hình hoặc bị tống vào gu-lắc suốt đời.

Tờ báo cho rằng ý đồ của Matxcơva là tái tạo « con người xô-viết », mẫu công dân luôn sợ hãi chính quyền, bị nhồi sọ nỗi sợ các « thế lực thù địch ». Không chỉ nhằm trấn áp các tổ chức phi chính phủ, mà còn đẩy người dân Nga khỏi vòng ảnh hưởng của ngoại quốc, đặc biệt là phương Tây.

Một nước Nga ở đầu thế kỷ 21 đang bị giằng xé bởi sự thoái lui về chủ nghĩa dân tộc cực đoan được ông Putin nuôi dưỡng, và khát vọng mở cửa ra với thế giới của giai cấp trung lưu. Theo Le Monde, thì tốt nhất là khả năng thứ hai vượt trội lên xu hướng thứ nhất.

Những quan chức… vui tính!

Đổng lý văn phòng thì trát quân đi xem “cuộc thi đá bóng”. “Sổ đỏ” Vườn quốc gia Phong Nha – Kẻ Bàng được mang đi “cắm” để chạy dự án. Tổng Giám đốc Vinalines thì “đi công tác nước ngoài”, vắng mặt trong cuộc họp quan trọng. Và câu chuyện quan chức thủ đô được “bôi cũng không trơn”.

Quả là một tuần có lắm chuyện khôi hài. Thưa các bạn, các bạn có nhận thấy điểm gì chung giữa những câu chuyện không ít thú vị trong tuần?
Chẳng cần phải suy nghĩ nhiều đâu. Chỉ cần hiểu giản dị là những quan chức trên (và cũng không loại trừ còn nhiều quan chức như thế nữa) thật là vui tính.
Câu chuyện cái “trát khẩn” ở Kon Tum, về chuyện huy động “các bộ, ban ngành, UBND các huyện, thành phố, các đơn vị lực lượng vũ trang, các doanh nghiệp, trường học trên địa bàn” đi xem đấu bóng đá khiến người ta nhớ lại “tinh thần thể dục” từ thế kỷ trước của cụ Nguyễn Công Hoan.
Nhưng điều đáng nói là câu chuyện này, rút cục, đã có một cái kết “như phim hài”: Do “sơ suất” và đương nhiên “sơ suất” này là “của anh em”. Chắc là một cô cậu đánh máy nào đó.
Ở Vườn quốc gia Phong Nha-Kẻ Bàng – khu “di sản thế giới” – không có cô cậu đánh máy nào để đổ lỗi, Giám đốc vườn gãi đầu gãi tai thú nhận đã đưa sổ đỏ cho một doanh nghiệp để “xin” được chạy dự án từ nguồn vốn của nước ngoài. Trên Tiền Phong, ông giám đốc ”vui tính” này cho biết doanh nghiệp đã cầm sổ đỏ từ 2 năm này ở Hà Nội, nhưng địa chỉ ở đâu thì ông “không nhớ”.
Một sự đãng trí hài hước. Nó chỉ không hài hước ở chỗ “sổ đỏ di sản thế giới” không phải là cái sổ đỏ tư gia. Bởi nếu là sổ đỏ tư gia, có lẽ, ít nhất vợ ông giám đốc chẳng bao giờ đưa không cho ai đó, ở đâu đó, từ suốt 2 năm nay mà lại chẳng nhớ.
Chuyện cần phí “bôi trơn”, nói đi nói lại mãi rồi, nhưng trường hợp Phong Nha-Kẻ Bàng đang cho thấy là cái lệ “bôi trơn” đã ngấm vào máu và khi ngay cả cơ quan quản lý cũng phải “chạy”, phải “xin”, phải “bôi trơn” thì cái tệ này nên coi là quốc nạn.
Ở thủ đô, cũng là phí ”bôi trơn”, đã có một phát ngôn vô cùng thẳng thắn: “Doanh nghiệp nói họ đi làm dự án ở đâu cũng có chi phí tiêu cực nhiều hay ít, những nơi khác có ”bôi” thì ”trơn”, còn Hà Nội ”bôi” cũng ”không trơn”.

Chuyện phí ”bôi trơn” ở Hà Nội dường như cũng được phản ánh chính xác trong khảo sát của Ban Tuyên giáo Thành ủy. Ở hàng loạt các sở trực tiếp giải quyết các công việc hành chính, với dân, các chỉ số như tính quyết liệt giải quyết công việc chỉ đạt 28%; mức độ hài lòng đối với đội ngũ công chức tại các sở này đạt 26%.
”Bôi” mà cũng ”không trơn” thì rõ ràng, tỉ lệ 26-28% vẫn còn là rất đáng mừng.
Cũng là chuyện “nói thẳng”, Bộ trưởng Thăng đã chất vấn chuyện Tổng Giám đốc Vinalines Nguyễn Cảnh Việt đi công tác nước ngoài, rằng: “Đi Campuchia thì có cứu được Vinalines không?”.
Ông Việt quả là vui tính, ông đi công tác nước ngoài để vắng mặt trong một hội nghị họp bàn về tái cơ cấu doanh nghiệp.
Trong khi đó, cũng là chuyện vui, một “cái ghế to” cho chức “Chủ tịch Liên đoàn Bóng đá Việt Nam” thì lại không ai chịu ngồi.
Có lẽ không có gì khó giải thích lắm: Từ lâu, tòa trụ sở này đã biến thành sàn nhảy. Từ chuyện cái “trát khẩn” xem “cuộc thi đấu bóng đá” đã một lần nữa tái khẳng định “cò bóng đá” đã tuyệt chủng.

North Korea expands nuclear weapons programme

 North Korea's parliament has endorsed plans to give nuclear weapons greater prominence in the country's defences.
The move came a day after the ruling Workers' Party called for nuclear forces to be "expanded and beefed up qualitatively and quantitatively".

North Korea has said it is entering a "state of war" with the South - prompting Seoul to promise a "strong response" to aggression by the North.
The North is angry at UN sanctions following its nuclear test in February.
It is also unhappy with joint US-South Korea annual military drills. But the US says there is no sign of North Korean "actions to back up the rhetoric".
Meanwhile, North Korea has announced it has appointed a new premier, Pak Pong-ju. He was sacked from the same post in 2007.
'The nation's life' North Korea's Supreme People's Assembly convened on Monday for a day-long annual session. It normally focuses on making economic decisions.
But state news agency KCNA said the body had "unanimously adopted an ordinance that provides for giving nuclear weapons greater prominence in the defence of the country".

The law reads that the country's nuclear weapons are a "means of defence" and serve the purpose of "dealing deadly retaliatory blows at the strongholds of aggression until the world is denuclearised".
On Sunday the Workers' Party Central Committee held a rare high-level meeting in which it described nuclear weapons as "the nation's life".
"The DPRK [North Korea]'s possession of nuclear weapons should be fixed by law and the nuclear armed forces should be expanded and beefed up qualitatively and quantitatively," a KCNA report on the meeting said.
"The People's Army should perfect the war method and operation in the direction of raising the pivotal role of the nuclear armed forces in all aspects concerning war deterrence and war strategy."
In the last few days North Korea has issued multiple warnings of attacks on US and South Korean targets - to which the US has responded with an apparent show of military hardware. The US flew F-22 planes from Japan to South Korea's Osan Air base on Sunday, as part of ongoing joint military exercises with Seoul, officials said.
Speaking to defence officials on Monday, South Korean President Park Geun-hye said that she took the series of threats from Pyongyang "very seriously".
But despite its rhetoric few think the North - which last week cut a military hotline which was the last official direct link with Seoul - would risk full-blown conflict.
In Washington, President Barack Obama's spokesman that "despite the harsh rhetoric we are hearing from Pyongyang, we are not seeing changes to the North Korean military posture, such as large-scale mobilisations and positioning of forces".

Multi-Toxin Biotech Crops Not Silver Bullets, Scientists Warn

Their study helps explain why one major pest is evolving resistance much faster than predicted and offers ideas for more sustainable pest control.

A strategy widely used to prevent pests from quickly adapting to crop-protecting toxins may fail in some cases unless better preventive actions are taken, suggests new research by University of Arizona entomologists published in the Proceedings of the National Academy of Sciences.
Corn and cotton have been genetically modified to produce pest-killing proteins from the bacterium Bacillus thuringiensis, or Bt for short. Compared with typical insecticide sprays, the Bt toxins produced by genetically engineered crops are much safer for people and the environment, explained Yves Carrière, a professor of entomology in the UA College of Agriculture and Life Sciences who led the study.
Although Bt crops have helped to reduce insecticide sprays, boost crop yields and increase farmer profits, their benefits will be short-lived if pests adapt rapidly, said Bruce Tabashnik, a co-author of the study and head of the UA department of entomology. "Our goal is to understand how insects evolve resistance so we can develop and implement more sustainable, environmentally friendly pest management," he said. Tabashnik and Carrière are both members of the UA's BIO5 Institute.
Bt crops were first grown widely in 1996, and several pests have already become resistant to plants that produce a single Bt toxin. To thwart further evolution of pest resistance to Bt crops, farmers have recently shifted to the "pyramid" strategy: each plant produces two or more toxins that kill the same pest. As reported in the study, the pyramid strategy has been adopted extensively, with two-toxin Bt cotton completely replacing one-toxin Bt cotton since 2011 in the U.S.
Most scientists agree that two-toxin plants will be more durable than one-toxin plants. The extent of the advantage of the pyramid strategy, however, rests on assumptions that are not always met, the study reports. Using lab experiments, computer simulations and analysis of published experimental data, the new results help explain why one major pest has started to become resistant faster than anticipated.
"The pyramid strategy has been touted mostly on the basis of simulation models," said Carrière. "We tested the underlying assumptions of the models in lab experiments with a major pest of corn and cotton. The results provide empirical data that can help to improve the models and make the crops more durable."
One critical assumption of the pyramid strategy is that the crops provide redundant killing, Carrière explained. "Redundant killing can be achieved by plants producing two toxins that act in different ways to kill the same pest," he said, "so, if an individual pest has resistance to one toxin, the other toxin will kill it."
In the real world, things are a bit more complicated, Carrière's team found out. Thierry Brévault, a visiting scientist from France, led the lab experiments at the UA. His home institution, the Center for Agricultural Research for Development, or CIRAD, is keenly interested in factors that could affect pest resistance to Bt crops in Africa.
"We obviously can't release resistant insects into the field, so we breed them in the lab and bring in the crop plants to do feeding experiments," Carrière said. For their experiments, the group collected cotton bollworm -- also known as corn earworm or Helicoverpa zea -, a species of moth that is a major agricultural pest, and selected it for resistance against one of the Bt toxins, Cry1Ac.
As expected, the resistant caterpillars survived after munching on cotton plants producing only that toxin. The surprise came when Carrière's team put them on pyramided Bt cotton containing Cry2Ab in addition to Cry1Ac.
If the assumption of redundant killing is correct, caterpillars resistant to the first toxin should survive on one-toxin plants, but not on two-toxin plants, because the second toxin should kill them, Carrière explained.
"But on the two-toxin plants, the caterpillars selected for resistance to one toxin survived significantly better than caterpillars from a susceptible strain."
These findings show that the crucial assumption of redundant killing does not apply in this case and may also explain the reports indicating some field populations of cotton bollworm rapidly evolved resistance to both toxins.
Moreover, the team's analysis of published data from eight species of pests reveals that some degree of cross-resistance between Cry1 and Cry2 toxins occurred in 19 of 21 experiments. Contradicting the concept of redundant killing, cross-resistance means that selection with one toxin increases resistance to the other toxin.
According to the study's authors, even low levels of cross-resistance can reduce redundant killing and undermine the pyramid strategy. Carrière explained that this is especially problematic with cotton bollworm and some other pests that are not highly susceptible to Bt toxins to begin with.
The team found violations of other assumptions required for optimal success of the pyramid strategy. In particular, inheritance of resistance to plants producing only Bt toxin Cry1Ac was dominant, which is expected to reduce the ability of refuges to delay resistance.
Refuges consist of standard plants that do not make Bt toxins and thus allow survival of susceptible pests. Under ideal conditions, inheritance of resistance is not dominant and the susceptible pests emerging from refuges greatly outnumber the resistant pests. If so, the matings between two resistant pests needed to produce resistant offspring are unlikely. But if inheritance of resistance is dominant, as seen with cotton bollworm, matings between a resistant moth and a susceptible moth can produce resistant offspring, which hastens resistance.
According to Tabashnik, overly optimistic assumptions have led the EPA to greatly reduce requirements for planting refuges to slow evolution of pest resistance to two-toxin Bt crops.
The new results should come as a wakeup call to consider larger refuges to push resistance further into the future, Carrière pointed out. "Our simulations tell us that with 10 percent of acreage set aside for refuges, resistance evolves quite fast, but if you put 30 or 40 percent aside, you can substantially delay it."
"Our main message is to be more cautious, especially with a pest like the cotton bollworm," Carrière said. "We need more empirical data to refine our simulation models, optimize our strategies and really know how much refuge area is required. Meanwhile, let's not assume that the pyramid strategy is a silver bullet."

Vietnamese couple seized for sex trafficking

Police in Ho Chi Minh City Friday arrested a couple for allegedly running a sex trafficking ring which sent seven Vietnamese women to Malaysia.
Vo Thi Thanh Thuy, 29, was caught receiving money from the families of two of her victims in exchange for their freedom on Monday, police said. Her boyfriend, 29-year-old Ngo Trong Hieu, present at the time, was also arrested.
According to police, they set up a sting operation following tip-offs from the families of two victims whose identities were not revealed, but have now returned to Vietnam.
Initial reports claim that when working as a masseuse at the Star Robin Spa Hotel in Malaysia between March and September last year, Thuy entered into an agreement with the hotel’s owner to provide Vietnamese women to be sex workers there.
After coming back to Vietnam, Thuy, together with Hieu, sought for women who were looking for a job and convinced them to travel to Malaysia. Police said since Thuy was illiterate, Hieu facilitated the transactions and processed the paperwork.
A report on local news website Vietnamnet Friday said Thuy told the two freed victims that a Malaysian acquaintance of hers was recruiting supermarket employees and that those hired would earn a monthly salary of no less than US$1,000.
After the women accepted the offer, she spent a total of nearly VND40 million ($1,900) buying clothes and taking care of all procedures required for them to fly to Malaysia, the news site said. Their families also received VND6 million ($285) each from Thuy.
However, when they arrived in Malaysia, the women were sent to the hotel to work as prostitutes.
According to Vietnamnet, the women served more than ten customers per day for 200 Ringit ($63.5), but only received 30 percent, while the remainder went to Thuy and hotel managers. It said Thuy asked the women to text her after each encounter to ensure she was not being cheated by the managers.
The victims later asked Thuy to let them go home, but she said they would only be released after their families paid her VND48 million ($2,200) each, police said.
Thuy even threatened to kill the trafficked women to force their families to pay her, according to police.
The case is being investigated further, while five other victims remain in Malaysia.

North Korea airs 'birthday' documentary of new leader

North Korea has marked what is reported to be the birthday of its new leader, Kim Jong-un, with a documentary aired on state television.

The film shows him in his new role as supreme military commander - inspecting troops, saluting and sitting in a tank.
It also confirms that he was being groomed for the role from 2009, showing footage of him from that time watching a rocket launch with his father.

Kim Jong-un's age is not known but he is believed to be in his late 20s.

The death of Kim Jong-il on 17 December left the threat of a dangerous vacuum in a society raised to venerate one supreme leader, the BBC's Lucy Williamson reports from Seoul.

Less than a month on, North Korea's unique media machine is already working to fill it, she adds.

'Military brilliance'

The documentary, aired on state television, shows Kim Jong-un manoeuvring a tank, watching jet fighter and firing exercises and posing for photographs with soldiers.

It also shows him with his father shaking hands with officials at a satellite control centre after scientists launched a rocket in April 2009.

"I had decided to wage a real war if the enemies shot down" the rocket, he is quoted as saying.

The film also shows him visiting factories, talking to officials and inspecting their work - all the things his father used to do.

Websites linked to the North Korean government have already begun describing the new leader as having the wisdom of great men, extraordinary competence and military brilliance, our correspondent says.

Kim Jong-un was named "supreme leader of the party, state and army" following the death of his father.

He has already pledged to continue with Kim Jong-il's "military first" policies.

Bomb explodes in Vietnamese police chief’s house, no one hurt

A suspected bomb explosion badly damaged the first floor of a senior police official's house in the northern province of Thai Nguyen on Saturday, but no one was hurt, according to local reports.


At around 2 a.m., a huge sound coming from the house of Colonel Nguyen Nhu Tuan, director of Thai Nguyen Province Police Department, shook the residential area on Luong Ngoc Quyen Street in Thai Nguyen City.

Reisdents rushed out of their houses and saw thick dust in the air.

The front door and the first floor of Tuan’s house were totally damaged. All the glass windows of the house and that of a dozen nearby houses were broken.

A computer store next to Tuan’s house also had its collapsing gate damaged.

Tuan, his wife and two children were sleeping on the second floor at the time of the explosion, so no one was injured.

Tuan was assigned to be provincial police chief just several months ago. He has taken tough measures to crackdown on crimes and gangsters, police said.

Several minutes after the explosion, many police cars with hundreds of officers arrived at the scene.

Police said the explosion could have been caused by a bomb, probably placed by someone who wanted to take revenge on Tuan.

Malaysia court finds Anwar Ibrahim not guilty of sodomy

Malaysian opposition leader Anwar Ibrahim has been acquitted of sodomy after a two-year trial.

Judge Zabidin Mohamad Diah said DNA evidence submitted by the prosecution was unreliable and discharged the case.

Mr Anwar, 64, has consistently denied the charges and called them a government bid to cripple his political ambitions and influence.

The government said the verdict showed Malaysia's judiciary was free from government influence.

Sodomy is illegal in Muslim-majority Malaysia but, says the BBC's Jennifer Pak in Kuala Lumpur, very few people are ever prosecuted.

Mr Anwar had been accused of having sex with a former male aide. He had faced up to 20 years in prison if found guilty.

But the judge said that there were questions over whether DNA evidence had been contaminated.

"The court is always reluctant to convict on sexual offences without corroborative evidence. Therefore, the accused is acquitted and discharged," the judge said.

Mr Anwar told journalists outside the courtroom: "Thank God justice has prevailed I have been vindicated.

"To be honest, I am a little surprised."

Information Minister Rais Yatim said that the verdict showed that judges were free to rule as they saw fit.

"Malaysia has an independent judiciary," he said. "The current wave of bold democratic reforms introduced by Prime Minister Najib Razak will help extend this transparency to all areas of Malaysian life."

The allegations against Mr Anwar surfaced just months after elections in 2008, in which he led the opposition to unprecedented gains at the expense of the ruling party.

This verdict comes ahead of elections widely expected later this year.

Hundreds of police and security personnel were on the streets of Kuala Lumpur ahead of the verdict, and thousands of Mr Anwar's supporters waited outside the court.

Mr Anwar was once Malaysia's deputy prime minister and an ally of former leader Mahathir Mohammad.

But he fell out with Mr Mahathir and was later jailed for corruption and sodomy. The sodomy conviction was later overturned and he was freed in 2004 after spending six years in prison.

He is now seen as the key figure in Malaysia's opposition coalition, which currently controls about a third of the seats in parliament.
